Do I need an "*" before the address for foreign recipients. I see that this is true for the 1042-S form but does it apply to the 1099 form types also?

That is true for both forms. A Foreign Address is indicated by placing an "*" in the first position of the City, State Zip Code Line. For example:*London, England 12345
