The FUTA rate changed from 0.8% to 0.6% for the 3rd and 4th quarters in 2011. How do I update this in the program?

The 1099-Etc program automatically updated the FUTA rate for the 3rd and 4th Quarter of 2011. Just make sure that you are using version D-1.0+.
