I'm electronically filing 1099s but I don't file combined Federal/State, I file the State separate. How do I do this? I would like to know how to switch to combined filing.

The 1099-Etc program can only be used to file state returns, through the E-File Direct module, for 1099s if your state participates in the Combined Federal/State program and you have submittted a test file to the IRS between November 1, 2008 and February 15, 2009. Check with the IRS to find out if your state participates.
